Starlink Gets 10-Year UAE License to Expand Satellite Internet Services
The UAE’s internet infrastructure is getting another layer. Starlink has received a 10-year license to provide satellite broadband services nationwide, expanding beyond its earlier limited availability.
The license allows Starlink to serve consumers, businesses, and government entities. More importantly, it brings satellite connectivity into a market already supported by extensive fiber and 5G networks.
Why Is This Important?
Fiber and 5G already provide strong connectivity across much of the UAE. However, terrestrial networks can be harder or more expensive to extend in remote areas, temporary sites, and locations where network resilience matters.
That creates a specific role for satellite broadband. Instead of relying entirely on physical network infrastructure, organizations can use satellite links to establish connectivity in areas where traditional deployment is challenging.
As a result, sectors such as logistics, energy, aviation, maritime transport, and emergency response could become important users.
The impact, therefore, extends beyond residential internet. Satellite connectivity can provide another route for organizations that need communications to remain available during infrastructure constraints or disruptions.
What Does the License Allow?
Under the new license, Starlink Satellite Communications can establish, operate, and manage a public satellite communications network in the UAE.
The company can also provide broadband satellite internet services to consumers, businesses, and government entities. Additionally, the framework covers maritime and aviation connectivity, subject to UAE regulatory and technical requirements.
The license remains valid for 10 years. Meanwhile, Starlink entered the UAE market earlier in 2026, with its residential service later listed at AED 300 per month. Its standard hardware kit was listed at AED 1,465.
However, consumer availability remains limited in some locations. Starlink’s website shows Dubai and Abu Dhabi as at capacity, while allowing prospective customers to place a deposit to join the waiting list.
The distinction between Starlink and conventional telecom operators also matters. The license does not make Starlink a third mobile operator competing directly with e& and du for mobile subscriptions and numbering.
Instead, Starlink provides satellite broadband independently of terrestrial networks. Therefore, its strongest potential advantage may come in locations where fiber deployment is difficult or where organizations require additional network resilience.
Where Could Starlink Gain Ground?
Starlink’s broader opportunity may lie outside the residential market.
For example, businesses operating at remote sites, construction projects, and infrastructure developments can use satellite broadband without waiting for the terrestrial fiber infrastructure.
Moreover, aviation, maritime, energy, logistics and emergency-response operations can use satellite connectivity where uninterrupted communications are operationally important.
However, Starlink will not necessarily replace fiber across the UAE. Existing fiber networks can offer higher capacity, lower latency, and strong reliability in areas such as Dubai and Abu Dhabi.
Therefore, the competitive opportunity is more specific. Starlink can extend connectivity to locations where conventional networks are harder, slower, or more expensive to deploy.
The regulatory framework will also shape that expansion. TDRA requirements cover network security, information infrastructure protection, service quality, reliability, consumer rights, data privacy, and spectrum use.
As a result, Starlink will operate as part of the UAE’s regulated digital infrastructure rather than as a separate connectivity system outside the existing telecom framework.
The next test will be capacity and adoption. Residential customers will compare Starlink’s equipment and monthly costs with established fiber and 5G services. Meanwhile, business, aviation, maritime, and remote-site applications could become more strategically significant.
For the UAE, the license ultimately adds satellite broadband as another connectivity layer alongside fiber and 5G. If Starlink expands capacity while meeting the country’s regulatory requirements, that layer could become increasingly important where terrestrial infrastructure has limits.
