Dubai Municipality Opens New Seasonal Investment Opportunities

Dubai Municipality has launched seasonal investment opportunities for commercial activities at designated winter camping sites in Al Ruwayyah, creating new opportunities for businesses during Dubai’s winter season.

Applications opened on September 18 through Dubai’s Investment Opportunities Platform, with the commercial sites set to operate throughout the 2026–2027 winter camping season.

Dubai Municipality described the initiative as exclusive seasonal investment opportunities. However, its announcement did not specify the number of available sites, application deadline or individual commercial categories covered under the programme.

Applications Open for Al Ruwayyah Commercial Sites

Interested operators have been invited to submit their applications through Dubai Municipality’s Investment Opportunities Platform.

The Al Ruwayyah sites are located within designated winter camping areas allocated for seasonal commercial activities. Businesses operating at the sites are expected to benefit from demand generated by visitors during Dubai’s winter camping season.

Municipality documents indicate that the commercial activities will be located within managed recreational areas rather than established standalone retail districts. The arrangement allows businesses to serve seasonal visitor traffic without committing to permanent commercial premises.

Dubai Municipality has not yet disclosed details on specific site sizes, rental terms or concession durations in its September 18 announcement. Further requirements and conditions are expected to be provided through the investment platform.

Al Ruwayyah also benefits from supporting infrastructure catering to caravan and outdoor recreation users. In January 2026, Dubai’s Roads and Transport Authority opened a separate dedicated facility in the area, strengthening services available to visitors and outdoor activity users.
